Clement KIRENGA Joined RWAMREC in October 2011 as Capacity Building Officer

Previously, Clement worked for DFID-UK funded Research Into Use (RIU) since July 2008 until July 2011 as National Monitoring and Learning Coordinator until September 2009 when he was appointed Programme Monitoring and Communications Officer.

Clement worked as Advisor in Leadership and Community Mobilization for the Good Governance, Decentralization and Community Development Project implemented by International Rescue Committee (IRC) and funded by USAID (2000 – 2003); he worked for Rwanda Electoral Commission as Deputy Provincial Coordinator and in charge of Legal affairs in 2003; and he held the position of Director General/Law Journalist at USAID supported Rwanda's first Community Radio IZUBA from 2004 to 2006. He then joined Ministry of Finance and Economic Planning as Sector Monitoring and Evaluation specialist for Water and Sanitation Sector in charge of The Economic Development and Poverty Reduction Strategy (EDPRS) from 2006 to 2008. He worked on various consultancies including Mid Term Review of DFID supported Rwanda government Land Tenure regularization Program (2011); registration of WaterAid in Rwanda (2010) and many more others. He co-founded the Great Lakes Broadcasters' Association (Rwanda, Burundi and DRC) in 2005; Founder of Rwanda Broadcasters Association in 2004; a member of Rwanda Law Society; Founder of Rwanda Network of Planners.

Clement's diverse and rich expertise is Policy/Programme/Project Management; Monitoring and Evaluation and Mass media Communications for Development. He also has a born talent of fine arts (drawings).

Education
Clement holds a Bachelor of Legal Laws from National University of Rwanda (1995-1999) with trainings in Project Management, Integrated Water Resources Management; Decentralization and Community Development.
